The issue is that people are taking the pick as given. Turning lightly-paid guys into compensation picks is a great strategy, but it's far from easy with players who would need to turn down a guaranteed $4m+ in arbitration for that pick to be realized. And if Francisco ends up spiking Type A, we're stuck with him...no team is going to sign him to a multi-year deal and surrender a first or second round pick.
