Probably too late for this one, in a future GM we should have division and conference "regional picks."

Meaning each round has different restrictions. Something like your pick woould come from:

Round 1: unrestricted
Round 2: conference
Round 3: division
Round 4: team
Round 5: unrestricted
Round 6: conference
Round 7: division
Round 8: team
etc

So the Lakers would take players from:
Round 1: unrestricted
Round 2: Western Conference
Round 3: Pacific Division
Round 4: Lakers
