Some soccer players actually get some kind of weird treatment that involves placenta.

If Kobe did that, imagine the media go psycho on him.

Steroids aren't all about performance enhancement, some steroids can be used for healing purposes. With that said, if it ever got out that Kobe doped or experimented with HGH his legacy would be destroyed beyond repair. Doesn't matter if it was a lockout season and he used it for healing purposes. Just look at what baseball players have gone through dealing with the use of steriods, no one ever looks at you in the same light. And I'd imagine if Kobe accomplishes anything (rings, MVPs etc.) after this procedure and it becomes public that he used HGH, then I'm sure Stern could and probably would strip the awards from him. Or at least claim them as tainted.

After the steroid era of baseball, people don't play around about steroid use in any sport.

I understand all that. Of course steroids, HGH, and other PEDs can be used for healing purposes. I also understand what using said drugs would do to an athletes legacy. However, That was not the question. The question was, is this a "free for all period?" Is the anything that can be done to an athlete for using PEDs during a lockout? If an athlete, such as Kobe, was to utilize PEDs during the lockout for rehabilitation purposes could anything be done to said player?

Knowing Kobe, he won't take a chance. There's a better chance of finding coke in his bloodstream than HGH.
