Would people have rather had

Roy Williams - Understands playbook - 1.75 million (roughly)
Mike Sims-Walker - Young and talented - 3.7 million
Plaxico Burress - 3.0 million - Best player but recently jailed
Randy Moss - Unknown - High Talent but still High skilled?

Maybe so. It would be a mistake to expect Williams to turn into a pro-bowl receiver all of a sudden. However, Williams was cut in Dallas because they needed to get under the cap, and he wasn't the only guy they cut. Second, Martz and Williams have a relationship there and both seemingly wanted each other, so that has something to do with it.

Cliff Levingston still likes Roy Williams for this team considering the short offseason more than a Mike Sims-Walker, Plaxico Burress, etc.

Besides character, age is a big factor for both Burress and Moss.

Assuming that the Bears are going to spend the (approx) $2MM difference between Sims-Walker and Williams to help the team elsewhere, I like Williams over Sims-Walker. Martz's offense uses its receivers as an ensemble, rather than featuring one guy so it makes sense to go for good value at the WR position.

Good call in fact they said moments ago that Randy Moss was probably retiring.

Roy Williams is kind of one of the biggest on the field d-bags in the league but skill wise he can certainly fill a big need at receiver. Seems like a sensible gamble as much as I really don't like him.
