It guides us all the way back to my first post - FIBA has no power to claim that a naturalized citizen is somehow lesser than a born one - it's up to the countries and their respective governments. If someone gets Spanish citizenship he's 100% Spanish, with voting rights and everything else that comes with it. The rule you're proposing would get crushed in any civil court for being discriminative.
