I lived in DC for 7-8 years and wouldn't blame him if he never paired them again. Women were THAT ugly/boring. I know I'll get flamed by native DV types, but I call it as I see it.......

Head to New York or Miami (especially Miami). Tons of crazy/beautiful women, know how to dress and have fun.....and aren't exclusively on the "work hard and get married" shtick.
