What does it mean that teams under cap can put in bid for Billups?

Does that mean teams under cap can say ill take him for 3 million and be awarded for Billups.

If the Heat got Billups then they probably wouldn't match an offer for Chalmers. That would be an interesting scenario.

Lol So, now Billups went from old and near retirement to better than Tyson Chandler by many all of a sudden.

Last time he got paid, he started playing like crap. Could that be because of age? Possible, maybe he has actually matured over the years. I don't understand.

If we do a sign and trade and find a way to get Dallas to take both Billups and Turiaf (I know they said no, but if we give them some incentive) doesn't that lead us to the same salary situation. Chandler would make about as much as those two combined.

Can't that put us in a situation where we could still go after CP3 in the summer if he takes a pay cut. I'm sure with Melo and Chandler he'd be more than willing to take a pay cut.

Could basketball capologists please help me out.

Same situation with Davis as with Billups he has to clear waivers from the teams under cap before we can sign him.
