It's hard to judge QBs. Not many thought Brady, Brees, and Rodgers would be as good as they are. A lot of it depends on getting in the right situation. Belicheck and McCarthy combined with Brady and Rodgers desire to be great ended up being great matches. Brees was good in SD, but he really benefits from playing in a dome.
