Allow quoting on locked threads?

Basically, I have a suggestion, I'm not sure if its even possible, but possibly allowing users to quote a post in a locked thread. I'm not saying that, after they quote it they should be allowed to post in that locked thread, basically it would give them the same error when they press "post" about how the thread has been locked. Basically this feature would be for people who maybe want to quote something someone said in a locked thread, and then basically copy and paste it to another thread. I think this would be useful, and I'm sure I'm not the only one(or at least I hope). I've found myself wanting to be able to do this on numerous occasions, whether its something someone said, or a great post that was put into a locked thread.

Long story short here is the idea..

A user can click "quote" from a locked thread, it opens up the post page just like it would in a normal unlocked thread, but now the user can copy the quote and paste it in another thread.. if the user tries to click "post" in the locked thread, it basically comes up with the error it does, if you're trying to post something AS a thread gets locked.
