How can a team buy a draft pick?

How can a team buy a draft pick?

Hi guys was hoping to get some knowledge from the experts around here,

i know that a team is allowed to use up to 3 Mil$ to buy a draft pick from another team, i was wondering :

1. Can a team which is over the cap also buy draft picks?
2. Can a team buy two picks from 2 teams using up to 6 Mil?
3. When was the last time a team bought a pick? how much did it cost and how high was the pick?
4. Does buying a pick somehow effect the team's MLE or Mini-MLE?

I don't know all the answers, but I do recall Houston bought at least 2 2nd rounders one year - my recollectioin is they paid about 2 mil a piece. And I believe 1 of the picks was Chase Buddinger.

Teams used to be able to add up to 3 mil in a single trade, but I believe under the new CBA the rule has been changed so that a team can only add up to 3 million to trades per year. So a team can't buy two picks (in the same draft) from two teams for 6 million anymore.

Buying a pick does not affect a team's capspace, or ability to use the MLE.

Historically $3M has gotten late 1st round picks - though there haven't always been teams willing to sell in that range. Judging by the extra salary taken on for late 1st round picks at the trade deadline this year, $3M may only get early 2nds.

I don't see anyone just selling a 1st this year with the depth of this draft. Teams should be looking for talent in the draft.
