Thus someone like Lavoy Allen could be a restricted free agent 3 times (2nd rounder, deal inexplicably without a team option for a 2nd year), while someone like Dejuan Blair (2nd rounder, 4 year deal) could never be restricted.

He cannot be traded this summer unless he agrees to a sign and trade, which can happen no sooner than mid July.

Being that Landry Fields is a RFA Larry Coon has stated that there is no way of trading him for a pick but people are relentless in proving we can. Someone pointed out the David Lee trade a few year ago which I dont think fits this situation can anyone shed some light on these situations?

Anyone who isn't under contract for next season (or could not be under contract for next season) can't be traded until July 1st. So, swapping Landry Fields for a pick in this draft would require the trade to be agreed to after the draft, Fields to agree to the contract of it, and if the draft pick is signed, waiting 30 days from the signing. Considering all that, a trade for a future draft pick is easier, and this is (a portion) of the David Lee sign and trade was.

To add to what HW said, Coon is 100% accurate. There is literally NO WAY such a deal can happen on draft day. A deal could happen later, but there's no way for a team to know on draft day that they have a deal, so you can't really plan your picks around it. Here's why, with a few added bits of info on top of what HW already explained.

1 Fields does not have a contract for next year. His contract ran out. The rules say you can't trade a player after his contract is ended - he has to have a contract in place for next season.
2 The draft takes place on June 28, but the CBA absolutely forbids other teams from contacting or negotiating with Fields and other free-agents-to-be until July 1 (tampering rules).
3 Negotiation between Fields and a new team has to occur as part of any trade because Fields - not NY - is the one who will negotiate the contract with other teams, and he (not NY) will pick what team he wants to sign with and for how much. (Then NY can match, if they wish.) And with the tampering rules, none of that can occur in June.
4 Therefore another team has no way to know if Fields wants to sign with them, when draft day occurs on June 28, and certainly has no way to try to work out a sign-and-trade with NY.
5 Beginning July 1 or later, Fields (ie his agent) can start talking deal. So a draft day trade - or even a draft day negotiation hammering out the framework for a trade to be executed later - simply is impossible.
6 The very earliest Fields could be traded - it would have to be sign and trade - will be July 11. Given the timing, if he's traded for a pick it's going to be a 2013 one, although a "just-picked" player could conceivably be included in a trade at that point if he is unsigned.

PS -The CBA doesn't provide "verbatim" explanations like these. Those come courtesy from the ones here who have worked to digest how the CBA works. The CBA itself is hundreds of pages, a technical contract with detailed and precise wording. You don't want pages from that for clarifying a situation like this that involves the working knowledge and application of many of those rules together.
