if mwp retires there is still a cap hold for his contract, it doesn't instantly disappear, mwp would have to agree to a buyout of some sorts to get majority money

Using
Coon's Cap Faq it says "Any salary still being paid to retired players" is counted against the team's cap. A player
released by a team is then paid his contract regardless if he retires or plays elsewhere, as well as a player who retires
due to injury. Also, a player who is still under contract but wishes to retire can be released from his contract by his team or can be placed on the league's 'Voluntarily Retired' list, which in either case is no longer counted against the cap. Artest would fall in that last category.
Edit: I think the key condition is who initiates the release, if it is the team the player gets paid, if it is the player he forgoes his contract.
