Because they aren't superior guards. At least not offensively. Dragic doesn't have the ability to take his man 1 on 1 or get to the hoop at will, he scores mostly on jumpers. Lowry doesn't have the speed at all. Lowry is a great defensive guard. I'd say Lin > Dragic offensively and defensively.
