Need help! Keeper league information

I am the commish of a league started this year. I am unclear as to how a keeper league works.

If we assume I set it as 3 Keepers, how does the draft work. Lets say this year I took Jefferson, Kobe, Gay as my top 3 picks, does that mean I do not get a pick in the first 3 rounds of the draft?
