Is Jennings a top 20 player in the league?

Jennings certainly isn't a top 20 player. I would say 50-60 range, which is good enough to make him a top 3 player on a decent team (e.g. Milwaukee), but he would have to be a role-player on a contender.

It's interesting how players like this tend to play out in free agency. Some mediocre team will likely offer Jennings 80% of a max contract (~12M/yr) to be a top 3 guy on their team, further locking themselves in mediocrity.

Jeff Teague, Goran Dragic and such.
Solid starter, still has potential to get better.
