It's certainly true the basket wouldn't count. Not sure if it would be a TO. I guess it might be like throwing an inbounds pass that nobody touches and it goes out of bounds -- that's a TO. Or it could be a jump ball -- like if you threw an inbounds pass that gets stuck on the rim.
