Are moderators ever audited?

Is there any sort of system in place where the effectiveness and competence of a moderator is scrutinized? Similar to a job performance review? There should be an option to file grievances which can be made public to the board using facts which can be judged by the RealGm community as a whole rather than a select few members holding power.
