Could it be that Frank is actually blowing games in favor of instilling the growth of the players? For example, say BK is given an assignment and yet keeps screwing up. Rather than replacing him with another player, who gets it a little better, and going for the win, Frank sticks with him to see if he finally gets it in the game setting?
