Here is what it would be if I was booking it...

Rock vs. Cena (pretty much already decided)
Taker vs. Punk (time for Taker to end the streak)
Ziggler vs. Orton vs. Del Rio (triple threat for the title)
Brock vs. Ryback (this would be great, why is no one talking about this?)
Sheamus/Miz/Flair vs. The Shield
Barrett vs. Rey Mysterio
Cesaro vs. Sandow
Team Hell No vs. Jerishow (I want to see Jerishow back in action for one night)
Random Divas Title Match

I think the only five that are locked in as of now are:

1. Rock v Cena for the title
2. Sheamus v Orton for the title
3. Taker v Punk
4. HHH v Lesnar
5. Diva or Celebrity match

That only leaves three matches left (WM cards are usually eight matches but one match consists of that crappy divas/celebrity trash) to fit in all of Ziggler, Ryback, ADR, Big Show, Jericho, Team Hell No, Barrett, The Shield, Kofi Kingston, Road Scholars, Mysterio, Sin Cara, Cesaro & The Miz. So that's only three matches to fit in eighteen stars. WM usually has an intercontinental championship or tag team championship but not both.

6. Team Hell No v ??? for the titles

That leaves fourteen left for two spots.

If you take eight of those stars and throw them into an 8-man MITB Ladder Match, that would leave six left which would be enough to do The Shield v the remaining three.
