No, a minimum number of total posts. It would only affect newly registered users and not existing users. It's nothing to worry about.

Oh I thought new users that have been registered for a while were able to actually post in the GB now without waiting on this 100 day period. Never mind...

We are experimenting with new user restrictions but the 100 days will remain the same.
