You can add/drop as many guys as you want, there is no limit per week, it's just a basic sort of ethical rule that you don't stream guys to try to win match-ups. But, as far as switching the players on your roster, there is very little impediment. If someone else drops a player off their roster, they're on waivers for a day, you or anyone else can make a claim on them if you'd like, and then after that they become a free agent. Once your roster spots are a bit more settled, there's usually an impetus to keep a pretty stable roster because of the dynasty format. You may have young guys you want to grab and hold onto until they emerge or want to hold onto a slumping player in the hopes that they turn it around, stuff like that. As Jon Kaz said, nobody has run into the max moves limits, but it's a pretty free-flowing free agent system. Pretty much like a regular Yahoo league.
