I think it's "just right," personally. Here's why:
It's just a bit more per year than Gerald could get on a three-year MLE deal. (I'm assuming the MLE will not skyrocket past $6.5M next year). So, it tips a cap to "loyalty" (MountBiyombo) without being unreasonable. (The extent of loyalty due to a guard from the team with one of the worst two-year stints in NBA history is not THAT great).
Next, Gerald can go solicit MLE offers from better teams, but know that a four-year deal is likely to be less per year than the $7M deal you just offered him. So, if he signs a deal for 4yrs, $25M, you match it instantly and don't look back.
Now, if a team wants to go Colangelo and offer him a deal well above the MLE, then all bets are off anyway. He's not irreplaceable.
