There was an explosive on the person's body like on his chest, wrapped around his chest.

I'm positive the 2nd guy has a bomb and will kill everyone nearby.

Suspect #1 did not die from the explosion. He was killed and then they found the bomb on him. Suspect #2 could have one as well.
