Unless they can convince a better free agent to come to town, they are probably looking to keep both. Utah is one of the teams that needs to worry about the salary floor.

Yes Orlando will not draft worse than 4, and for that to happen, three other teams must win the given lottery slots at 1-3. This would not be weird as Orlando has only a 64.2% chance to be in the top 3. Indeed, Orlando has a greater individual chance to draft 4 than at a specific higher slot; that is: 25% overall #1, 21.5% at #2, and 17.7% for #3.

2012: #2, Charlotte
2011: #2, Timberwolves
2010: #3, Nets
2009: #4, Kings
2008: #2, Heat
2007: #4, Grizzlies
2006: #4, Trail Blazers
Note: the worst team has not recently won the lottery draft.
