How long does it take to replenish depth after expansion?

There have been a few expansions in league history. Post-shotclock, I think this is complete (name in parentheses corresponds to current franchise):

1961 (Wizards)
1966 (Bulls)
1967 (Rockets, Thunder)
*ABA Founding deserves mention, as some talent funnels into the other league, especially after the first few years*
1968 (Bucks, Suns)
1970 (Cavs, Clippers, Blazers)

*1976 Merger deserves mention (Nets, Nuggets, Pacers, Spurs) as it might've accelerated the process of improving roster strength*

A few of the seasons following expansion produced some incredible team records, and it's difficult to tell how big a part weakened rosters (due to the addition of weak teams, and depth of the remaining teams being subject to expansion drafts). My main question is, how long do you think it typically takes the league to flesh out its rosters to the same strength as before the aforementioned expansions?

I think the hit decreases as more teams are added, but the two bolded periods stand out comparatively (the first moreso). I don't think this is anything new, but it was an interesting quick exercise.

The hit isn't immediate. If there was an expansion today the new team could pick un-protected players off any roster. No big teams are going to take a huge hit losing their 9-10th man. Then there's the draft. There aren't any teams in the draft other then OKC that are or will be contenders. So next year your team may get a few games against the new team to pad the stats. Come playoff time you will see little impact. It takes a few years to really have an impact.
