If Cleveland has Noel and Len rated similarly as longterm prospects, and they really believe they will make the playoffs next year, it would make sense that they'd go with the guy who would be ready Day 1.

Eh, why not? Sure, the other prospects are going to end up on NBA rosters one way or the other, but I suppose it's in CLE's best interests to make their competitors' transactions as difficult to evaluate as possible.
Of course, one could also argue that the one thing CLE wants to prevent more than anything else is a lopsided trade between competitors. A lopsided trade can create an elite team. The best way to discourage lopsided trading it to provide perfect information to both sides. So, if CLE makes their intentions known, then no one team will be able to game another by doing a better job of predicting CLE's moves.
And, of course, I could be blathering about nothing, when I could be coming up with late entrants into the #PaulsBestDishes meme on Twitter instead.
