Unfortunately, they really were in fashion. Many people are responsible for them, though Steve Harvey sticks out in memory as the most egregious trendsetter.
Also, it wasn't just for suits. All clothes had to be baggier, the late 90s to early 2000s were a terrible time for fashion.
I am now more than 50 pounds heavier than when I was in high school, grown into my man body. And some of the shirts I wore back then are just now finally fitting me properly. A couple of my pants are still slightly loose. Thankfully most of my old clothes are now with Salvation Army.
