Don't forget it's the team payroll that needs to be at 90% of the salary cap, so what's really paid to the players.
For example, HOU has less payroll than their salaries (Lin and Asik are paid 5M this season while counting for 8.3M)
So it shouldn't be necessary to be at 90% of the cap when season begins.

Ferry has certainly estimated that there is no longer a player he would offer more up to 5M, so no need to wait and keep the maximum of room possible, and decided to sign Carroll now.
It should show that we were ready to offer more than 2.5M to Oden, because if it was to offer him less than that, then Carroll could be signed before Oden's decision

So we only have 12 on the roster now, does that mean we still have a few moves to make? I know we don't necessarily have to, but it seems to me we can still save a few bucks and add a few minimum contracts. Where do we still need some help?

It's 12 players, but 12 players with guaranteed contracts or cap holds that are sure to count against the cap.
We also have Scott and Mack, so a total of 14 players, but as they are not guaranteed, we can still cut them and get more room.
We only had 1M of room, now 2.4 since Nogueira can be deleted (has a contract in Spain), and if we cut Scott and Mack, it pushes it up to 4M.

I can see us keeping Scott around but not Mack. I guess it just depends on who else might be out there who might be a better fit. Scott reminds me a lot of Millsap though, and I'd love to have him learn from Paul!

T-Mac is free, but Diaw is under contract with SAS, and is more Point Forward, Power Forward and Center, while T-Mac can play more from Point Guard to Small Forward.

We are supposed to be around 49M with 10 players and two roster charges.
The 2014-15 salary cap is estimated at 62M, so we could have up to 13M of cap room to spend before being at the cap, and use the room MLE.
If we had Asik, he will count for 8.37M this year, and next year, even if he's supposed to receive 15M next year in real money. Next year is also the last of his contract, so he would be free agent in 2015, in the same summer than Millsap, Williams and Carroll (Horford in 2016, Teague and Korver in 2017).
If we trade Carroll and Brand for Asik, it adds a bit less than 6M for next season (Brand is F.A. so only Carroll is deleted on the estimated 49M. So in 2014 summer, we would be around 55M, with 7M of cap room.
In 2015, he would be F.A. like Carroll would be, so it doesn't change anything on 2015 cap room (Horford, Teague, Korver, Schröder, Jenkins and Nogueira for 32M and certainly around 20M of cap room).
So no risk at all to make this trade, and certainly a decent cost to be able to test Horford at PF with a good C.
