Technically Break is late in 1 hour. I emailed him, but I wanted to confirm that it's the same as last year. When someone is late it's 16 hours (8+8) after the previous on time pick.

So if I'm trying to write this in the most easy to understand terms, I guess I'd ask which is the rule in this scenario:
Pick 16 is skipped
Pick 17 is made
I have pick 18, do I have:
A - 8 hours from pick 17
B - 16 hours from pick 16
I'll go with whatever the rule is, but in the future i'd argue for option A.
I think that option A is much easier to understand, as it's easier to add 8 hours to a timestamp than 16.
It's also one less post you have to look back too.
It can't make much of a difference either way, as most people pick fairly promptly. The only issue I could see is that it can potentially raise confusion for just how much time someone has to pick once a skip happens.

That makes it clear, but option B would have been
B - 16 hours from pick 15; or 8 hours from the time that pick 16 was officially late.
Option A is clear enough though.

Furthermore, because I'm just full of questions lately, does anyone know Skai's schedule?
In other terms, is he most likely sleeping/at work right now, or should I be watching the boards like a hawk because he could make his picks at any moment?
Did TK happen to leave a big enough list for #22 as well?
Who am I kidding, I'll be watching like a hawk regardless.
I like the Millsap pick. Let's see how he does when he isn't in a time share for minutes. If he can fit into another system and produce like he did with the Jazz, an increase in minutes could make him a fantasy stud from now on.

Ok, I see what you're driving at.
Yes, it should be the earlier of:
1) 8 hours after the previous pick, or
2) 8 hours after the previous pick's 8 hour window expired

I was hoping to grab John Wall (Who I think will out-perform Westbrook this year), but when he went I decided it was best to move down for some more depth. Too many injuries killed me last year, so I'm hoping to hedge my bets with more high picks.

Wowzers. I considered Rubio at 23, but thought I had some serious homer-goggles.
Part of the reason I traded the pick was I didn't want to be teampted into biting on him too early
I had another trade offer I turned down in favor of WBs because I thought the alternate offer gave me a much better window of grabbing Rubio if he fell (the pick was in the 30's). I took the WB offer because the big jump gives me a much more solid picture of who I'm looking to get instead of "hoping my guy falls".
So far, I'm glad I made the trade because had I done the other one...it would be completely busted (Unless nobody took Rubio, as my next pick would've been before WBs first one).
All that being said, Rubio should have number's very similar to another elite PG (sans FG%). It's likely that he leads the league in AST and STL this year (definitely top 3 in each stat for PGs, barring injury).
