Yet another pundit/analyst/commentator disagrees with you:

While Smith's defense is hard to replace, the big man combination of Horford and Millsap will be pretty hard to defend on a nightly basis. Millsap is also a better player overall than Smith. The question with replacing Smith was always going to be, "Can you improve on the position when you do that?" Apparently, the answer is yes.

Even if Milsap is worse, which is not a given, he's cheaper and provides Ferry with more flexibility for the future.

Milsap isn't as talented as Smith, but the way Smith plays I honestly wonder if it even matters. Milsap is a pretty handy PF, and he's got a contract expiring in a few years now, so he'll have a lot of incentive to work hard, which is when he plays his best.

Offensively YES

Defensively NO

But as many have mentioned the flexibility and character issues also come into play and that makes Milsap more valuable to the hawks right now than Josh.
