Milwaukee is a border-line minor league town and their NBA franchise is poorly run.
They have a better W-L record than the Pistons, but have won fewer NBA titles by a count of 1-3.
However, don't confuse results of the recent past as being indicative of a franchise's on court success. By that measure, the Clippers are a winning franchise.
I would also note that while Phoenix and Utah have never won an NBA title, they have been two of the winningest teams in the NBA for a long time. I think that winning does count, just like championships count. The post that I questioned talked about a winning team, not about a championship team.
Milwaukee might be a second rate organization, but they have a better W-L record than Detroit. That doesn't mean that Milwaukee is a better franchise, just that they win more than they lose.

The Pistons have an all-time losing record.
