Thunder is obviously still a #1 threat, and only shorted playoff due to unforeseen injury to Westbrook, that is like asking Jordan to win a Ring without Pippen...it just won't happen.
Portland's stock went up, but not enough for #1, with McCollum their bench should improve along with their win column. Nuggets didn't improve, losing Karl and Iggy is a blow, but allows for some rebuilding! Minnesota's stock should go up with a full healthy roster and with additions of Shabazz and Dieng. Jazz have done biggest changes that aren't going to pay dividends this season, still I have to say their stock went up big time with Burke, Gobert and Rush added, and dropped Foye, Big Al, Millsap and Mo; only problem noticeable improvements will take 1+ seasons.

1) Thunder are very much a threat to win 60 games, as KD, Ibaka, Westbrook, and all their young guys are still growing as players. They're still my favorites to win the West.
2) Nuggets lost Iggy, but the emergence of Fournier and the acquisitions of Hickson, Nate, and Foye should help them. I'll give them the 6th seed in the West.
3 and 4) Blazers/Wolves are both complete toss-ups. Wolves are never healthy, Portland has young guys who could explode. Both have a potentially unhappy all-star on the roster. They could go anywhere from a low playoff seed to 12-13th in the West.
5) Jazz- anytime Gordon Hayward is your best player, there will be problems. If the Suns weren't so bad, Utah would be at the bottom of the West.

With a "potential" starting group of (in order) Burke, Burks, Hayward, Kanter and Favors, they average to be 22 years of age, and Hayward is eldest at 24 years old; which is a lot of responsibility for a sub par "Paul George".
They aren't going to win many games this season and if they suck good enough they can get into Lottery! If "Wiggins, Parker or Smart" happens to Jazz next Summer, and this current group spends all this year playing good quality minutes over the older players on 1 year contracts, they will make great improvements So starting in 14-15 they might actually be good enough to get into the 2nd round. Kind of like a GS turnaround like last year.
Everything points to a 30-52 season or worst. I predict a 25 win season ranking 2nd or 3rd worst in NBA. With the Suns maybe below Jazz in West and at least Magic or Bobcats etc in East as only ones below them.
