It does the opposite. It uses an additional $3-4m in cap room and makes it a certainty that Lance is gone.
If you want to clear cap room for next year, you have to move someone with a contract for next year that is higher than a league minimum. Sloan and OJ are so cheap that their replacements would be the same. Solo's on a late 1st round rookie deal. Scola is only $2.5m guaranteed (or so, according to Larry Coon and Tim at 8pts9sec). So, the contracts you could move to help fiscally would be Ian ($4m), Copeland ($3m), and Watson ($2m).
Or, as sacrilegious as it may sound, if we can win it all, maybe West retires and clears his salary off the books. At that point, you re-sign Lance, Danny, and use the MLE to fill out the roster with Scola taking over the 4 and Copeland backing him up. Essentially, if West retires, all our fiscal constraints disappear. But that's a big question and a long way off, and still debatable if it's worth it.
