As a starter, Chalmers a 100 times out of 100. Chalmers is a big game player.

Re: Cole wants to be a starter
For this team Chalmers is more important. He is a bonofide 5th scorer. And I trust him more to knock down the open 3 in big moments when Lebron kicks it to him.
I do like Cole and think he's really improved. But there are other 3 and D point guards in the world who could come in and be effective for us off the bench pretty easily.
Fortunately I don't think the Heat have to make a decision. Because of the CBA we'll have Cole through his prime whether he likes coming off the bench or not.
The bigger concern is if a team overbids on Rio, which is possible now that he has multiple rings. Teams like to overpay role players on champions because....I'm not sure why. But see also Devean George.
On the plus side if Rio does get a huge offer, we can let him walk and still survive.
So this is all a really good position for Riley to be in. More interested to see what the long term plan is for Beasley with regards to contracts.
