If you move pure expirings for Green, yes, you would be out of a max free agent, even with waiving Bynum and Varejao for their non-guaranteed savings. You'd only have around $6m under the cap at that point.
If you do a swap of Varejao for Green, you'd add around $5m in cap space to put you at $11m or so. After that, you'd have to dump some combination of Jack, Tristan, Bennett, and Waiters to get up to max cap space for a Lebron-ish offer.

I think we only have $36 million in guaranteed contracts next year. And if they had to - I think they could easily trade Bennett and Zeller which would shed another 5-6 million if a promising deal emerged
Well, yeah, you're at only around $37 m in guaranteed salary for next year if you waive Bynum, Gee, Clark, Felix, and Dellavedova for their completely non-guaranteed deals, as well as Varejao for his partially guaranteed deal ($4.5m) guaranteed.
However, the deal proposed traded those non-guaranteed deals for Jeff Greens deal. $46m-ish there. Add in your 1st round pick; another $2-3m. Salary roster holds to get to he minimum; you're over $50m on the books. If the cap rises to $62m, as predicted, it's room for a nice add, but definitely not a Lebron.
