I don't think PPA takes into account strength of schedule. Since both the starters and the bench rate as average then it makes sense that their record is roughly .500.

I always wonder about PPA and how it describes winning. So far this season, the team-level correlation between PPA and scoring margin is 0.90, which is lower than normal. Last season, it was 0.94. Same in 2011-12. Going back through the years, the correlation ranges from 0.90 to 0.96 season to season. Average is 0.94.

According to Basketball-Reference Wes Unseld was GM from 1995-2000 during that time the team record was: 172-206 0.455

EG has been GM since 2003
Wizards record: 310-456 0.40

I think Unseld's record is higher than his performance as GM, but having 5 seasons in a row below that level should get a GM fired.

Do you follow Lawrence Block's blog? You should. One of my absolute favorite American detective/mystery writers, and he's taken his huge backlist into the world of electronic books with great success. Check it out....

I'm following Block's blog now. Always enjoyed his books. I see that he wrote one in collaboration with Donald Westlake. For a long time, Robert B. Parker was my favorite, but I LOVE Westlake's books whether he's writing under his own name or under his Richard Stark alias.
