It is not a conclusion of one instant. Don't get me wrong, I like Özil and rate him quite highly. But he does not play defense (like many offensive players e.g. Messi and Ronaldo) and Kroos is equally good in the offensive game. On the other hand you can play Kroos as a DM if you like so.
