Only if you also believe Biscuits has looked ordinary at the position throughout his career. They're clearly the two best lone holders in the world, their great positioning to retain possession, quick and secure passing/possession, and defensive capacity are simply unmatched.

We need him to free the other midfielders to get forward cause none of Khedira, Schweini or Kroos are the kind of guys to hang back all game and do the job. With Lahm anchoring for Sami and Toni/Basti we can have a midfield trio that doesn't sacrifice anything, without Lahm we're kinda **** in the middle.

FB also being so much less important than the 6 makes the decision even easier. Jogi's mistake is not not playing Lahm over Boa or Howedes, it's not playing Jantschke/Grosskreutz/Jung/Durm over Boa and Howedes.
