The Suns are not the only team that can sign two max players. However, like Wojnarowski says in his article, the Suns are the only team that can sign two max players without completely gutting their roster. Their is no team out there that could offer Lebron and Carmelo max contracts while still having a quality center left in Plumlee and a top three backcourt in the league in Dragic and Bledsoe. Then the Suns can go over the cap still to sign other veteran pieces and players who will sign for cheap. The Heat have virtually no one on their team and have to rebuild it from scratch. The Lakers have almost 35 million dollars committed to just Kobe and Nash. Again, the Suns are the only team that can sign two max players and still have awesome players leftover to play with the new max players.
