The only reason Houston has cap space is because the hold on Parsons is 2M. Resigning Parson and getting Lowry is hard, add Melo and its impossible.
Parsons would re-sign AFTER Houston signs Melo (if he takes less) or Lowry. They can go over the cap to sign Parsons or to match another team's offer. If they can't sign Melo or Lebron, they might then turn to Lowry, so long as Lowry is willing to wait things out. Which in itself I would find surprising and not exactly flattering to the player waiting.
If everything falls into place for Houston cap-wise and they are intent on signing Lowry and Lowry is intent on signing there, then Houston can have either:
Melo + Lowry
Melo + Parsons
Melo + Love
Lowry + Love
Lowry + Parsons
To name just a few ideas. Getting Love in any deal would require a Parsons sign and trade. Getting Melo and Lowry would require a Parsons sign and trade.
In other words, the mother lode moves that Morey wants, i.e. Melo and/or Love et al, require a Parsons sign and trade.
Parson, Lowry and Melo will go over the luxury. I think any 2 is over a well.
