I was doing my best ESPN impersonation last December by saying that:
- No way that he leaves the 5 / 130. He will stay in NY.
- The Bulls can only get him via sign and trade. Melo using another team for leverage could accomplish this.

I am not sure how many times the calculations need to be posted, except for adding a S&T outgoing option.
Dumping all the exceptions, Dunleavy, Butler, Randolph, Snell, and the non-guaranteed guys, and getting a letter that Mirotic will not come over this season, plus the 7 holds adds to $46.3M, opening up $16.9M
The Bulls can take back the larger of that number, or outgoing salaries time 150% plus $100K, or $5M, depending if the outgoing salaries are over $9.8M.
So you have to see if you can find enough salaries to make that number greater than $16.9M.
Dunleavy, Butler, Snell, the 3 non-guaranteed guys, add to $10.9M ($8.9M without Butler), Randolph can not be included, unless they finish the trade under the cap, and McDermott, and Mirotic counts as $0 in trade. At $10.9M ($8.9M without Butler), you use $5M, instead of 150%, so they would be able to take back a maximum of $15.9M ($13.3M without Butler), which is still less than $16.9M.
The most the Bulls could pay Melo, without Boozer being included in the S&T, while keeping Rose, Noah, Gibson, Smith, and McDermott, is $16.9M. If you also dump Smith, and McDermott, you can get that to $18.7M, as long as you are willing to roll with Melo, Rose, Noah, Gibson, RMLE, and 8 minimum salary guys.
You could include a S&T Nazr, and Hinrich. The most either of those players could be signed for next season, is the average salary, ~$5.3M, since they only have Early Bird rights. In the keep the Rose, Noah, Butler, Gibson, Smith, and McDermott case, and bring back Melo at $22.4M, would require sending out $17.4M, so those players would have to be S&Ted, on 3-year deals, with the 1st year guaranteed, starting at $8.5M total. That could be reduced by including Butler, and Smith, and reducing Melo's salary. I am not sure Hinrich, and Nazr guaranteed that much is much better than taking on Boozer, or losing more players.

I can't help but think in all of this that the bulls have the LEAST to gain from signing Melo, and that NY and LA each have a ton to gain.
I credit the Bulls for going all out to get Melo, and for offering up something close to a max contract, if indeed they have. But at > $20M per year for him, I am not as enthusiastic ... for the simple reason that there is so very much to give up in order to make that happen. On balance, I would pull the trigger if I were the bulls and sign that max contract, but ... oh ... painful.
And if I'm Melo, I see that too, I think. Unless Pat Riley can take a crap ton of lemons and somehow make lemonade, even the Heat will not stand in the Bulls way of the NBA finals -- no matter which way Melo decides. If the Bulls mortgage every other part of their future to bring in Melo, and then the Bulls don't go to the finals, I think he ends up taking the blame. And I could see how that might make him hesitate.

Derrick Rose will do 1 of 2 things in the 2014-2015 NBA Season: 1) Return to MVP form and prove you wrong, or 2) Fail to return to MVP form and prove me wrong. Either way, one of us will end up looking like an ***hole.
