The only way the verbal agreement won't happen is if LeBron and him decide to team up somewhere. However that's unlikely to happen.

Melo is worth max only from a business standpoint, a tool to sell more tickets and merchandise at higher prices, because for the most part basketball fans go goo goo gaga over individuals over the actual teams they play for.
Phil's mistake imo should have been to offer a number he truly feels he can work with to effectively build the team he visions, which would have been in line with everything he has said.
Then if comes to max...so be it.
