I think once the Celtics realize they have to dump Rondo since he's not committing to a full rebuild, it'll be Marcus Smart.
He's got the tools that will translate very well to fantasy basketball which should add to his hype and blow expectations completely out of the water.

Smart might not have impressed in summer league, but I still think he has the potential to be an elite NBA combo guard. He has discernible elite traits that seem to translate to the NBA. Big, strong frame and great touch - an elite finisher around the rim. If he improves his shot selection (less long two's/pull-ups) he can be very efficient thanks to that. Also incredible lateral quickness, anticipation and hands on defense.
He has some turnover problems, shot selection issues and fundamenal issues with his jump shot - not to mention with Rondo and Avery Bradley there I do wonder how many minutes he sees. But I think he forces his way into consistent minutes and impresses this year.

This one can go anywhere this year.
Exum looks good but he has stamina problems and 82 games can wear him out. Also I'm not sure if Utah will utilize him as a pg since they have T. Burke.
I like Smart but if he plays behind the shadow of Rondo he won't be as visible. I love that he's a lockdown defender type and would have loved to see him paired up with Oladipo on the Magic.
Payton certainly has the skills of a PG and if given minutes will be a top candidate. He plays both sides of the ball and is more natural pg than the other PGs drafted before him.
I think these 3 all can have good careers question is how soon before they become the floor generals for their teams?

The one with the clearest path as of now is Payton. Like you said, Smart is behind Rondo and Exum likely won't be steering the Jazztrain because Burke is already there. Rondo likely will be moved this season or next summer but what about that Exum/Burke combo? However, two PG backcourt seems to be a thing now and that could work out for Utah.
Payton, to me, is most likely to get the most burn this season as his teams main PG. Nelson is gone and Ridnour was signed as a 3rd string PG behind Payton and Oladipo. Yes some might point at Oladipo as their PG but he will eventually be moved to his natural position, SG. Wade played as PG his rookie season too.
We can't say who will be the best of them. A few years in we might have an answer.
