You're confusing rookie scale extensions and free agent contracts. Each team can only have one "designated player" to which they give a 5-year extension on top of their rookie scale (bringing the total length of their contract to 6 years).
Teams can give 5 years to all of the free agents they have, eligible with bird rights.
