When it SHOULD be the title for younger guys like Reigns, imo. That way they get more build up when they contend for the World Title.
If they are going to stick with Raw & Smackdown being one big roster, they should think about unifying the US and Intercontinental titles as well. And bringing back the Cruiser weight/Light Heavyweight title. I miss Tajiri - Rey Mysterio type matches. Those were always fun ways to start the show.

It's not as much about gaining popularity as it is just getting a reaction - which Cena does better than anyone else in the business. The old formulas about being purely good guy or bad guy don't apply anymore. People getting annoyed at Cena helps him because it's a reaction.

Cena does get a reaction but I don't think it's "good" heat that he's getting from the crowd. It's more like "just f*** off already" heat because they're sick of him. I don't know who is in control of his character but WWE is just killing him by not letting him evolve. He's so stale. And it's a shame because he is natural cutting promos and could be really interesting as a heel.

I'd also love to see him as a heel, but I think the WWE is invested in him as a face. They sell so much Cena merch for kids that'd be a big business risk. And the kids watching today are the adult fans of the future. Hook em when they're young - as a creepy pedofile or the cigarette industry might say.

Every match seemed to have a hardcore/brawl element to it every time, and Russo always chose to involve screwjobs and interference. The writing/acting/storylines/characters were just eons better than anything today...that's what made it entertaining.
