I'm questioning it from the POV of Rick. And, it prob wasn't intentional but there is a message being sent out though. I mean, Rick devolving from a humane, voice-of-reason, cookie cutter protagonist into an almost feral being has been his arc. Him butchering the Termites was definitely deliberate - Glenn and Maggie's reaction is a reflection of how they perceive him now relative to the humane, VOR type leader we saw in season 1. So, Rick may have "proved" he is becoming a maniac for better (survival) or worse (he is losing his humanity and his crew members).
Practically speaking (in the zombie universe), butchering someone would be a good way to send a message to your rival, to install fear. But they were the last of the Termites, so the only thing he did was shake up 3 of the crewmembers. I want to reiterate I have no problem with where Rick's character is going.
