And just because a rookie isn't a major contributor year one doesn't mean that he will become a major contributor year 2. What's wrong is that I want everyone fighting to make the playoffs because there is no incentive to tank.
If you miss the playoffs because you're the 7th or 8th seed and you have a chance to get the number 1 pick in the rookie/FREE AGENT draft, then you can still consider it a 'productive' season.

You can weight it so that there is a minimal chance for the 7th or 8th seed to get the 1st pick, but also weighting it so that there's no guarantee for the team that bottoms out to get the 1st pick.

Anyways.
We're not having a draft lottery for the worst GM's. It's also not going to a vote. If they're 'tanking' (which is funny saying considering no teams are allowed to bench their players on purpose) in the first year of a dynasty league, then they have more issues than a 'top' draft picks' gonna solve.
