They already applied for the rebrand last year. For some reason they had to wait a season.
It's like they've advanced a square, and the purple resurgence is an example that the LEAST they could do is recincorporate purple back into the colour scheme.
Who knows what they have in store for next year, but rebranding when your team is surging & your apparel is moving quicker than ever makes more business sense than rebranding as a bad team trying to get merch sales off fresh colors rather than an actual good team product.

Did they have to wait a year or did they want to wait a year to have it coincide with the ASG and buy time for the team to turnaround (although it turned around much quicker than anyone expected)?

You may look at it that way, but each rebrand the Raptors went through represented a new era, the purple era represented the young fresh Raptors team with a lot of potential, the red era represented the post-VC era, the Bosh/Bargnani era and the miserable seasons. Now that the Raptors are finally succeeding, it is a time for a rebrand to stop being associated with the past.

I don't want different eras... I want a tradition... I want to be associated with all of the Raptors past, the good, the bad, and the indifferent...
