It is a travel. Dude took two steps before he even thought about putting the ball down. The NBA official miss the most blatant travels.

if i am not mistaken as soon as he catches the ball, he can take 2 steps and either layup or put the ball down. As long as the ball hits the floor before his third step. i've seen this not called more than once. Really don't know if its actually legal.

You can't take steps and then dribble. If you catch the ball on the move and take a step then you must pass or shoot. If you're going to dribble then you must do so before taking any steps.

Fact is that momentum in games is a real thing, while not tangible itself, you can tangibly see the effect it has when teams are on runs and how it can dramatically effect the outcome of games when you can generate any momentum.
