Maybe as a general rule, when you make your pick, you should quote the guy who is next as a sort of "tag you're it".

Someone had the idea to just go down the line of the top 100 list to fill up a roster if someone doesn't show. But that is merely a stopgap and wouldn't hold in the later rounds. I'm assuming he just didn't know we have started. Not sure what the right solution is though.
